Roof Investigation and Replacement Design

The largest of the Defense Intelligence Agency’s facilities, the Defense Intelligence Analysis Center (DIAC) at Bolling Air Force Base was designed by Smith, Hinchman and Grylls Associates (now SmithGroup) and built in 1987. A five-story metal and glass curtain wall clad addition, built in 2002, had been a source of severe leaks since its construction, particularly at interfaces between the addition and the existing building.

Wiley & Wilson, an engineering firm contracted by the Defense Intelligence Agency, retained Hoffmann Architects + Engineers as building enclosure diagnostic specialists to investigate the water infiltration conditions and design a leak mitigation solution. Through visual evaluation and test probe analysis, our architects found that the primary cause of leaks was improper installation of expansion joints at a connecting corridor between the addition and the main building. Poor waterproofing craftsmanship left gaps at component intersections, with several waterproofing membranes not adhered to their substrates.

To resolve the problem, Hoffmann recommended replacement and reconfiguration of expansion joints, addition of roof drains, flashing replacements, and curtain wall repairs at building intersections. Hoffmann was asked to design a full roof replacement, including installation of a fluid-applied fabric-reinforced rubberized asphalt membrane, new drains and drain lines, flashings, insulation, and pavers. Sealant replacement at various joints and intersections further improved water-tightness of the building enclosure. Our architects provided design and construction observation services for the rehabilitation project.
